As a non-governmental organisation working across social, economic and humanitarian dimensions in Lebanon, SHEILD is committed to advancing a path toward social justice. Its work spans development, emergency relief, capacity building, protection and livelihood support, with particular attention to women, children and marginalized populations affected by conflict, displacement and natural disasters. The organisation presents itself as impartial and independent, maintaining a neutral position while responding to vulnerable communities in times of war and emergency.
Beyond its emergency and relief operations, SHEILD describes a broader mission rooted in social inclusion and long-term resilience. Its sectors include education and training, economic empowerment through shared enterprise and micro-loan style support, and interventions designed to strengthen local, community and national capacity. By operating autonomously and setting clear policies for completed and ongoing units of work, the organisation aims to build durable structures that outlast individual crises and contribute to equality, gender balance and wider social development.
The Request for Quotations page reflects the practical side of that mission. SHEILD publishes public invitations to bid covering the supplies, services and equipment required for its development and emergency programmes. Each invitation carries its own submission deadline stated in the announcement, allowing suppliers and service providers to respond within a defined window. The listings range from online software and website development work to the supply of machinery such as sweepers, hammers and backhoe loaders, as well as garbage trucks and waste bins for municipal needs.
Publishing open tenders is one way an association supports transparency and accountability while strengthening partnerships. By making invitations to bid public, SHEILD invites competitive participation from vendors and contractors rather than operating through closed channels. This approach can broaden the pool of technical capacity available to field operations, support fair and impartial selection, and connect the organisation with a wider network of providers familiar with the realities of municipalities, displaced populations and communities living in areas where access to services remains limited.
The wider institutional picture also includes references to partners, vacancies, job opportunities, public reports and publications, along with a mission, vision and historical snapshot of the organisation. Sections dedicated to emergency response, prisons, the judiciary and public affairs sit alongside sectoral pages on development, humanitarian action and economic recovery, all presented in multiple languages for accessibility. For donors, collaborators and applicants, this combination of published tenders, programme documentation and organisational background offers a consolidated view of how SHEILD works and where intervention is most needed.
SHEILD works across development projects, emergency projects, and prisons and judicial work. The project portfolio sets out the sectors in which these supplies and services are delivered.
